I would suggest that resources are a percentage of the village you are sending to... not sending from.... since it makes no sense to send 10K to a 22K village, doesn't make sense to send 100K to a 3K village as well.
Also, rune transaction limit is fine, the bigger the village the longer the build times so that's fine. (IMHO)
K, amount of market levels makes sense, i got the impression it was based on village size.
As it is now, the resources get delivered right away, and then it takes some time (depening on distance before they can be send away again) may i suggest that it takes time before the goodies get delivered?
Speed could be a lot slower... i would think twice the speed of a fast cav. unit 
(just to make things interesting in the game)
Your village is 38100% bigger than the defending village. You will probably lose 90 honour by attacking this village. If someone of your clan attacked this village earlier, every clan member will lose honour.
